as the results of the trunk testing depict, there are no major
problems/regressions (compared to the previous release). Thus I propose
to branch the 0.3.14 release.
Any comments, motivated objections? If not, then branching will be done
on Monday, 18th of December 2011.

due to expressed concerns about 0.PI release, there is no need to hurry
and the release is being moved to January 2012.
Regarding the monthly meeting, last thursday of this month turns out to
be 29th of December, which obviously makes some people unable to attend.
Preliminary date for the next meeting is 5th of January, and it depends
on how many of our team could attend at that date.

This revision has caused a strange issue with both testbots. At kernel32:console crash, when testbot restarts vm, the test suite seems to begin right from the start, instead of next kernel32 test group. It happens subsequently whenever testbot reaches console test and crashes, leading to an ugly loop.

I did a brief comparison of wiki pages for 0.3.13 and 0.3.14 and found

I will try to go through the list and see what are the problems.
Everyone is welcome to do the same and distribute the workforce on
fixing those issues.
Certainly, on the positive side, there are "green" fields in the new
test results which were previously "red" in 0.3.13, so user-visible
progress definitely exists, we just need to make sure it's continuously
going better and better, without steps backward.

I think other testers (devs too?) may find it useful, so it would be
convenient to put it in ROS codebase.
