For compatibility reasons, sure. API functions should behave as in win2003sp2, system folders should have win2003 names, and so on... unless we have a compatibility profile enabled.
But this is purely a "look&feel" thing, there's no requirement that we make ros feel EXACTLY like win2003sp2.
