Which version of "windres" are you using?
We talked about this problem in the #reactos channel recently and identified newer "windres" versions as the problem. EmuandCo released several versions of RosBE 0.3.6 and some of them had different "windres" versions. One of the non-working versions is 20070608.
I uploaded the "windres" version I use (20070129) to http://reactos.colinfinck.de. Simply replace your "windres.exe" by this version and try if it works then.
The RosBE-Unix 0.3.6 and the current beta version of EmuandCo's RosBE 0.3.7 have working "windres" versions.
By the way, looking at the fix Aleksey suggested, why do we have two resource compilers ("windres" and "wrc") at all? Wouldn't it be better to only use one?

There seem to be some more problems with resources
intl.cpl: errors while compiling, it only shows the first language (cz) and control panel shows nothing. If you remove all other languages than one or comment out the stringtable in all resources, then it compiles without errors and the control panel works again. intl still doesn't start on XP (some other cpl also don't work on xp)
sysdm.cpl: shows text in different languages in ros (German text although selected language is English)
