There are other licenses in some parts of our code, but none is for limitung usage of any proprietray code parts. We talk about Public domain, Creative Commons, LGPL and GPL v3/v2 and a few BSD derivates.

ReactOS is already licensed under GPL, which means you don't need to ask for such a permission.
