[ros-dev] [53425] ekohl: [HAL] Add PCI_HAL device for non-ACPI machines. Code taken from the ACPI-HAL. This is just a quick hack and needs some more improvements.

r53425 broke CMake build. To make the things worse, this is our only working test\iso provider at the moment. I would reckon fixing it a priority.
