1. get a local replica of the source code repository at 
svn://svn.reactos.com/ (browse it here: http://svn.reactos.com/viewcvs/)

2. find a piece of code you can complete/improve

3. get build tools

4. complete/improve THAT piece of code

5. rebuild ROS

6. test it

7. send a patch to the ros-dev list
