[ros-dev] console functions are broken

Hi,

parts of the changes from r16213, 17417 and 17431 have broken most of
the console functions like WriteConsoleOutputCharacter or
WriteConsoleOutputAttribute. In many cases the length of the buffers in
kernel32 and the check of the buffers in csrss are wrong. As a result of
this, Midnight Commander shows only a black screen.
