IMO it would be better to add it as an add-on for RosBE (Are RosBE sources at svn too?)

I think it depends what do you want to do with it. If you want it in ROS codebase (not necessarily in trunk, but still on svn) you should post a patch to bugzilla, with some info on how it works.
