Try something like

svn.exe log -r x:y

Where x is the revision 0.3.0 was branched and y is the revision 0.3.1 
was branched.
It should take a matter of seconds.

I'd do it myself but my ISP likes to play games and block my connection, 
but deny all knowledge blaming it on me ... even after I've sent them 
countless network captures (which they don't appear to understand) to 
which they reply "please reboot your modem and issue 'ipconfig 
/flushdns'" AARRGGHHH!!!
