I think the main problem of having it skinnable is the problem that the X-Windows system had in the beginning. We would need to learn from the mistakes from that endever before we try adding skinning.

Making it skinnable seems to be a good idea, but it will make the whole
thing much more difficult.

The most important thing for me is to get away from the classical
windows look and feel with windows, taskbar and so on.
    

Such a change will cause companies millions of dollars in training and thus
make adoption of ReactOS much harder. Is it really worth it?
