If i have understood correctly, he wants to create the Driver that will let you to use a
Manager of Partitions.Because if you dont have a correct support IMPLEMENTED,then you cant
use APPS that needs that backend to work.
So yes, we could include in ROS any Partition Manager App(there are a few)but if you
dont have in your OS support for it(via Implementations)then they wont work and will be as
useful as including a brick. :)
Easier to understand: You can invite a Chinese guy to your house, but if you dont know
Chinese, you wont be able to speak with him.So you need Chinese support to have an
interesting chit-chat. This guy wants to teach "Chinese" to our OS to make it
able to understand "Chinese people".

No, that's not that partition manager you think about. That's a system low
level component, partmgr.sys, called "partition manager".

release it both as an independent app and ReactOS-integrated?
This way people can downlad and install in Windows in case they dont want to use
ReactOS yet
