And originally Sylvain mentioned 2003 as being target of Wine, not
ReactOS. And still it doesn't look so, because Wine already relies on
Vista-only APIs, and will probably enhance to Win7.

That's not true either.
The default target for the _kernel_ is 2003, the default target for
usermode has always been the latest version.
We've had many Vista API's in reactos for about 3 years now, and I
expect Win7 api's to find their way into reactos any time soon
