If we are going to implement two UI's we might as well make ROS skinnable.  In addition of being able of selecting a UI from the Control Panel.
I looked in Win-XP and I found that it does have some skinning capability (aka themes) located in Control Panel -> Display. We could just expand that idea little bit further.

Making it skinnable seems to be a good idea, but it will make the whole
thing much more difficult.

The most important thing for me is to get away from the classical
windows look and feel with windows, taskbar and so on.
      
Such a change will cause companies millions of dollars in training and thus
make adoption of ReactOS much harder. Is it really worth it?
