Yes, but explorer is only software. In oldest version of Windows there was progman. You mustn't do explorer.
If you don't like explorer, you can always replace it by some other shell like GeoShell, BlackBox or whatever... But I hope you don't say Progman would be a better thing than explorer. ;-)
