This is the last DDK, i.e. the last one before Microsoft started to call them WDK (with Vista onwards). Supposedly this is the problem, because back then the DDK did *not* include the IFS-Kit, as the WDK does now. I think you need an MSDN subscription to get to the WDK nowadays, but not 100% sure ...
