You're free to use any code editor you want as long as the code you
submit can be compiled/assembled with our build system. All you need for
that is a basic text editor, anything beyond is your choice. We don't
care if you use RosAsm, Visual C++, Emacs, vi or notepad to write the code.
The reason we do not like RosAsm is that they more or less claim a
relationship with ReactOS but there is none. It's yet another Win32
program that has nothing ReactOS specific nor is affiliated with ReactOS
at all. We'd much prefer them to change their name.
