I'm about to start making websites and I'm looking at XHTML and CSS. Standard compliant is the way to go. About browsers, currently running Firefox Beta 1(deer park).
Usually running BlueFyre nightlies (Firefox deep park optimized for AMD athlon xp).

In the spirit of portability, the web developers should develop web
software that conforms to web standards, not to the browser people use
most, even if that browser happens to be Firefox.
