Cmd doesn't know anything about the scrollbar or buffers. This is/should be
implemented in the console stuff in CSRSS. Cmd just uses the console API to
communicate with CSRSS. The reason you can get a scrollbar in Windows but
not in ReactOS is that the Windows CSRSS supports it but ours doesn't (yet).
