err, im not dev, but i would say just the opposite, since the kernel is the part he has seen leaked code...

start with submitting patches for reactos (in your case: especially the kernel) via bugzilla. If your patches get accepted you will get write access and become a "full" developer. If you need further information join irc-channel #reactos and ask an Op.
