There are changes made in the mailing list that are then
altered again and again, or reverted completely.
e.g.
- Add notepad to the bootcd
- @changelog Included Notepad on the bootable CD
If then at a later date it was decided that was a bad idea,
you would have:
- Remove notepad from bootcd
- @changelog Removed Notepad from the bootable CD.

My point is that the person generating the ChangeLog would only have to
look through the information that was marked as "ChangeLog material"
(which would be much less than the total amount of information from all
commits since last release)
