[ros-dev] Patch - fix my stupid mistake

at the time I did not know what /BOOTLOG did vs /DEBUGPORT=FILE

This patch corrects it. Its verses Alexs tree as my main ReactOS tree is hosed. Someone
please
apply to the trunk.
