Does scheduled for replacement mean that it will stay frozen until it
can be replaced? So there will be no commits in the kernel for example
until every piece of the kernel that is marked for rewrite is rewritten?

Hmm, I think that the freeze should be module-whise, i.e. boot loader,
cache manager, memory manager, registry code etc.
Or perhaps even file or functionwhise?
