Tell me, why has no one considered Ameen's proposal of adding http://drupal.org/project/i18n_access?
Don't forget, we're developing an OS supporting a user right and privilege system. It would be a shame if we couldn't apply a similar system to our website, even worse if nobody sees the benefits of it. Our oh so hated RosCMS had this by the way.
