Looking at the screenshot, I assume that you try to compile ReactOS 
0.3.9 with the latest ReactOS Build Environment. This is not compatible 
as the build environment is much newer than your ReactOS version. See 
the version Wiki pages (like http://www.reactos.org/wiki/0.3.9) to find 
out what build environment has been used for what ReactOS version.

I recommend you to try out the latest ReactOS code by using the "ssvn 
create" command to retrieve the current SVN version.
