Second part of Chinese guy: The only way to understand the Chinese guy without knowing his language is that the Chinese Guy arrives with a Chinese Teacher/Translator to your home.
In this case we need the Chinese guy arriving with a Chinese Teacher called Partmgr.sys.But the Chinese guy thinks that you know Chinese(or you wouldn´t have installed,sorry,invited to your home)and hiring a bad-documented,expensive teacher as Partmgr.sys will cost much more than paying for a Hotel instead accepting your friendly invitation.Also arriving with an unexpected extra-guest can make you angry, so then,they dont arrive with Teachers.
PD: If you are Chinese,change Chinese with Klingon or Na´vi to understand the situation :3

No, that's not that partition manager you think about. That's a system low level component, partmgr.sys, called "partition manager".

let me one suggestion: why not develop it as a separate application, so that you can release it both as an independent app and ReactOS-integrated?
