Linux CD sets also get outdated. It's best to download them. That way if a new version comes out, you can readownload and reburn the CDs for very cheap.
With the activity of reactos, you'd be crazy to use anything older than an hour.

Distributing software on a hard drive is an intresting idea.
There's one problem with the hard drive. The ISO images will quickly get outdated.
