I would like to help you out. In fact I was thinking about a free open IDE. It would be of great help to reactos. Something like Windows + VS = ReactOS + your project. Actually DevC++ is not for me. Well I could help you with some programming and could share some ideas I have. Also I could help you out with the several parsers you will need for that project. Recently I've been in touch with yacc + lex very closely.
