Because that module has yet to see any "stable" release for drupal7 and I am dubious as to whether it is even actively maintained.

Don't forget, we're developing an OS supporting a user right and privilege system. It would be a shame if we couldn't apply a similar system to our website, even worse if nobody sees the benefits of it. Our oh so hated RosCMS had this by the way.
