I have written on this topic several times in the past. I called it
The ReactOS Development Library though. I think it should be based on
a more doxygen-like interface. All the files that I have put together
to design such a system are in XML format. And include the code to go
with each of the functions. So far it works in Internet Explorer, and
Firefox, however other browsers are displaying the pages incorrectly.
It also includes links to sample applications and code files within
the XML markup so beginning developers can see how a function works.
