This driver is 100% WinXP compatible and needs the XP style USB stack
and WMI to work. So its still useless for ROS atm, but later it might
work without big problems as soon as the USB Stack works and will
provide basic Bluetooth support.
And regarding the argument tht it increases build time... its not being
build by default, its just in the tree.

How much work does this driver need before it gets even remote usable?
I didn't investigate, is it part of a whole stack, or is it like
usbdriver - all usb stack included into one driver for compatibility
purposes? If so, it might be useful, but again I'm not very sure what
to do with Bluetooth in ReactOS.
