Should this not wait until the vote it relies on is complete?
Also, it needs to be put in the forums..

I meant to start the vote tomorrow, but announce it today, so people can 
articulate their objections. Like this:

Yes it is a vote to change it. It will start after the other vote is 
finished.

We can not do this yet. It also runs against the current vote!

From plan B:

- continue development in old repository: all new commits must not be derivative of copyright work 
(I'm repeating here, but that's important) - thus no dirty reverse engineering

Notes: I think each module in SVN should be audited and then be  
unlocked so developers can checkout parts of the operating system.
