This has got to be the worst naming I have ever seen for a function.
It makes my internal grammar parser want to puke chunks of conjugation
and tense.

Haha, that's because I wrote its name incorrectly in the log message!  
Thinking of that, RtlpHaveUnicodeToOemWorked would be a funnier name.
