Linux builder RosBE upgrade

the Linux builder RosBE has been upgraded to latest 2.1. It keeps using ninja for builds.

Downgraded to RosBE 2.0 due to the major (and breaking) issues raised with the new tool
chain.

Latest issues have been fixed recently, and thus RosBE 2.1 has been 
enabled again on Linux builder.

Please note that PSEH2 is still in use.
