How am I supposed to impartially solve an issue I am personally
involved in? If people aren't willing to accept my condition of
"discuss with me first", then I don't know what I should do.

That would at least be a way to fix the duties/responsibilities and
authority someone in a particular position has. On the other hand it depends
whether everyone wants to implement such a mechanism of bureaucracy.
Certainly the more democratic approach is usually favored in OSS-Projects,
but a team leader position is always good if a final decision is required.

Just my 2 cents as an outsider,
