Any update on its progress?
Release cycle speed doesn't seem to have improved since our last bungled
attempt.

Release cycle speed will always be very low if we have trunk full of  
bugs :-)
That's the reason we are putting so much effort into a "working"  
trunk - to have good, non-6-month-old-code releases.

There is an undecided problem: should we rebranch 0.3.1 or release it  
as it is. I prefer rebranching from trunk, but that involves heavy  
bugfixing of trunk, which I want to see any way.
