For some reason, when I was running 19899 yesterday, the dialog boxes
kept showing on every boot

That's normal and actually it should be this way. The devices need to be
explicitly disabled (which still isn't supported), so you're still going
to get the installation wizard displayed. Enabling/disabling devices
still needs to be implemented.
