It is possible to do this with TSVN.
Use "Branch/Tag" at the source (working) directory.
Then specify the target URL and revision.

I use TSVN which does not come with command line interface...
I can not copy it without downloading the complete vendor tree.
Could you please fix it?

Can you "svn copy
svn://svn.reactos.org/vendor/wine/dlls/avifil32/current

re-adding the files to .../Wine-0_9_1? By using "svn copy" you establish a
common ancestry between .../current and .../Wine-0_9_1.
(Of course, you need to svn delete .../Wine-0_9_1 now before you can do the
svn copy).
