Is there a particular reason you were doing this via the DHCP client and not
just using functions provided by iphlpapi?

I couldn't find iphlpapi functions to do this. But even if they're there,
iphlpapi will need to inform the DHCP client about the change to static IP
address (basically telling the DHCP client to shut up and go to sleep).

you don't need to do this yourself. The SCM notifies services when 
protocol bindings change, and services are given the chance to reread 
the bindings
