Keyboard layout DLLs

These are a big mystery to me. I'd like to document how to create them, but I need to
know how to create them first. Please send me
any information you have on them.

Someone was working on a tool to convert the Linux KBD mappings to
ReactOS keyboard mapppings but the script did not work properly. I
would like to do a Spanish keyboard map but I dont have access to one
of the keyboards so I cant test anything I write.
