Website translation guide

Due to Aleksey's nagging, I've put together a translation guide here:

Now that the guide has been effectively formalized, anyone that
manages to break the English site due to not following the
instructions will lose their translation access until they can provide
a written explanation of how to do the translation correctly, in their
own words.

Tell me, why has no one considered Ameen's proposal of adding 
http://drupal.org/project/i18n_access?

Don't forget, we're developing an OS supporting a user right and 
privilege system. It would be a shame if we couldn't apply a similar 
system to our website, even worse if nobody sees the benefits of it.
Our oh so hated RosCMS had this by the way.

Because that module has yet to see any "stable" release for drupal7
and I am dubious as to whether it is even actively maintained.
