Compilation failed due to strcasecmp related problems

Hi,

some compilations failed because strcasecmp is already declared in my 
MinGW installation. The work-around was to define HAVE_STRCASECMP in 
rosapps/mc/src/util.c (Midnight Commander) and in 
reactos/include/wine/config.h.
