I would imagine the reason has something to do with a conflict of interest

There is no need to believe that Google hates us. As a company, they must have a preference: any project that may benefit their business, is a better choice than a project that doesn't affect them or affects them negatively. As ReactOS is right now, we are still very easily ignorable. A toy and not a threat. Chances are they simply had more interesting projects higher up in their list than ours.

Let's be honest to ourselves: that's a typical,very polite, frustration preventing way to say that they did not choose us for participation for whatever reasons they had.
It's their right, it's their wish to actually make Google Summer of Code happen, so I just want to thank them for helping other open source projects.
To be fair, there are many interesting, prominent projects which were selected: Wine, Mono, Google Kubernetes, LibreOffice, MariaDB, to name just a few. BSDs got support too: FreeBSD, OpenBSD, but not NetBSD.

And let's finally notice that this year GSoC get cut budget on third or more and didn't include this year even Firefox & Mozilla, so I personally was not been surprised.
