File system improvements of any type are currently blocked by the cache
manager, and will be helped signficantly by Pierre Schweitzer's work on
fsrtl. I've been working on getting a rewritten cache manager into reactos
cleanly for a few months, but it hasn't really followed a predictable
path of progress.
So the short answer is, it's planned, but depends on some kernel issues
being sorted out first.
