It doesn't if you consider that the default OS target in Wine is WinXP.

Thats not what I meant. The default OS you are supposed to support in a wine prefix (ie "emulate") is Windows XP.

We've had many Vista API's in reactos for about 3 years now, and I expect Win7 api's to find their way into reactos any time soon

And originally Sylvain mentioned 2003 as being target of Wine, not ReactOS. And still it doesn't look so, because Wine already relies on Vista-only APIs, and will probably enhance to Win7.
