Patch: Win32k Initialization Sequence Bug.

This is a possible fix for the initialization problem reactos suffers
from. Just let me know, how it goes with testing. ATM QEmu works okay
and no hardware test was run.

That would be fantastic, I could not find a correlating bug report so
out of lack of time, just post the patch for review.
