What are we waiting on for this now?

I see RC1 still isn't on sourceforge, I thought this was meant to be out a
few weeks ago??

Can someone list the requirements and any potential blockers to try and
prompt some action

I was waiting for RC1 before listing the blockers, since I have a
feeling there will be some bugs reported that I didn't find.

I was under the impression we werent going to release RC1 with a 
horrible bug that made it unuseable.
