It describes the standard translations for the Java-specification. So I 
think they can be used.
GNU Classpath makes also use of the there discribes LookAndFeel.

are GNOME translation guidelines. (in the pdf-files)

I think the point was to put language resources in separate dlls instead 
of directly in the executable so the app only loads the resources of the 
needed language instead of all of them
