The team generally does not do a good job with responding to such queries, and at least part of this is due to not having a very detailed long term plan. The developers are all volunteers and work on areas of interest, so trying to set roadmaps is also not straightforward. With respect to your specific questions, my answers are likely to be as official as you will get.

1) There are no plans for an explicit IIS replacement, if you want to host websites on ReactOS, you would be better served to just run apache or nginx or etc.
2) Not really. .NET support will likely just come from Mono support or using the actual Microsoft provided .NET runtimes. Providing an equivalent is technically outside the scope of the project, and there has been no major discussions about what to do about the likes of WinRT (the "new" Windows Runtime) which relies on .NET technologies, or which at least exposes functionality via .NET.
3) A few remarks here and there, nothing particularly serious.
4) No actual discussions. Assuming the project ever built this kind of error tracking and reporting system, which can be useful, exactly what information was being collected would be publicized and it would almost certainly be opt-in.
