Indeed, IIRC, Wine developers target the behaviour of MS Win32 programs and
try to replicate it, rather than reverse-engineering the MS Win32 code base,
let alone reading any leaked source trees.

I must say that this is not an opinion which ReactOS project
officially shares. Most of developers, and ReactOS project officially
makes our best to collaborate with Wine and any other open source
project as much as possible.
Wine's value to ReactOS can hardly be undervalued.
