Fix special case in SetupGetLineTextA/W and SetupGetStringFieldA/W when
Buffer is NULL and BufferSize is 0, by reverting part of r17162
Fixes bug #724, spotted by GvG
Do according changes in SetupDiBuildDriverInfoList
